To start us off, this thread is for discussions regarding how heat is included in the rent...but apparently not until it's insanely cold outside. Of course, you can run the electric heaters in each unit. Do you consider that something of a bait & switch?

Management says that the heat goes on when it's below 35 degrees outside, and so far it does. When it's above 35, we're supposed to rely on our electric heaters.
I have an old lease (1995), which I signed before this new heat rule went into effect. Do the newer leases specifically say that heat will only be provided when it's below 35 outside? If not, then the lease is misleading and it is bait and switch.

This is such a timely topic. It didn't go above 34º today and the heat didn't kick on in my apartment once. It was 55º in my bedroom when I got home from work tonight! FIFTY-FIVE!!!
So while they say it has to be 35º for the heat to go on, that's clearly not true. In fact, I'm pretty sure the thermostat that controls that is in the basement. So possibly it needs to be 35º or under in the basement.
I generally like living here (thought I just moved in at the end of the summer) but I do feel like the "heat included" thing is a bait-and-switch. Running these in-wall heaters must be insanely expensive.
I don't know if they advertise as including heat in the rent but when I was considering moving here, they definitely mentioned that I'd only pay electricity and that the heat is radiator heat. No mention of the in-wall heaters and certainly no mention of the 35º rule. So again: Feels like a bait-and-switch.
When it does get cold enough (in the basement), my apartment gets super comfortable. But my apartment is 50º by that time! There's a whole range from that up to about 65º where anyone in his/her right mind would say it's uncomfortably cold!

I have an old lease (1995), which I signed before this new heat rule went into effect. You've lived here since 1995?! As a new tenant, that's great to hear because I'm really hoping this will be a place I can live for years and years! What was the heat situation before "this new heat rule?"
